- Section 5: Continuous Professional DevelopmentThe National Policy Framework for Teacher Education and Development in South Africa states that, the National Teacher Education Audit conducted in 1995 showed that a third of the teaching force at that time was engaged in qualification-driven in-service education, and that in many instances, though there were considerable rewards in terms of salary increases, such qualifications had little or no impact on classroom practice. At the same time it was noted that “a large majority of teachers need(ed) to strengthen their subject knowledge base, pedagogical content knowledge and teaching skills.” Therefore, raising the quality of teacher performance through teacher development programmes became essential for South Africa to improve the overall performance of the education system.
